This quest will require you to obtain a Crystallized Draconium which you will find on a monster named Crystallized Shardsteel in a cave near the citadel.

Once this is done you can then return the quest to the Mida gun maker and get the Plans: Charred Obsidian Alloy as well as 9 experience points.
